Process in Vosloorus
Planact has been working with the community in the informal
settlement of George Sgomora Extension 28 for the past
three years. The community was initially developed as
a ‘site and service scheme’ and had been
looking for government assistance to upgrade their settlement
for several years prior to Planact’s involvement.

Capacity-Building
Ward Committee Training in Bohlabela
and Vhembe Builds Capacity of Local Trainers
From November-December 2003, Planact developed
and delivered a ‘Training of Trainers’ programme
for the district municipalities of Bohlabela and Vhembe
(in Limpopo/Mpumalanga border area), as a capacity-building
initiative to equip local trainers to conduct training
of ward committees in their municipalities. Twenty-seven
councillors and officials in Bohlabela attended the
training, and 34 in Vhembe (with a total of 51 completing

Planact Documents its Community-based,
HIV/AIDS Capacity-building Efforts
Since mid- 2002, Planact has embarked
upon an effort to capacitate the community structures
in which we work to understand and respond to the HIV/AIDS
crisis. We recently evaluated these experiences, in
the four informal settlements in which our intervention
took place, to help our organization and others learn
from these fledgling efforts to empower communities
in the face of a devastating disease with major implications
for the social and economic fabric of the community.

Research on Access to Housing and Socio-economic Rights
Presented at Department of Housing Seminar
In March, 2004, the national Department
of Housing sponsored a seminar to present the results
of commissioned research on five discrete topics, each
focusing on possible responses to the various challenges
facing the housing sector. Together, these focus areas
comprise a policy and research agenda as a statement
of strategic policy direction for the Department of
Housing, and are intended to provide the basis for dialogue
amongst key public, private, and community-based stakeholders
in the South African housing sector.
