Planact Staff PDF 

Planact currently has a staff component of eight employees with five staff members directly engaged in programme work and three staff members employed in administrative capacities. In addition at least two interns or volunteers support the organization for a specific period.

Programme Staff

Executive Director

Frederick Kusambiza currently serves as the Executive Director. His profile is described below:

Has experience in urban planning and development with focus on integrated housing development, alternative building technologies and good governance in development. Has 22 years work experience in urban development and holds a Masters Degree in Housing Development and Management, and Masters Degree in Business Administration.


 local_governance_mike Programme Manager: Mike Makwela

As the programme manager, Mike is responsible for overseeing Planact's programme work providing strategic planning and monitoring support at programmatic and project levels, as well as research and advocacy support, and general organizational development support including fundraising, communication and networking.

Mike has worked as a trainer in the local government field since permanent local government structures had been put into place in South Africa in the late 1990s. Since joining Planact in 1999 he has worked on all of the organisation’s major governance training interventions. Mike played a key project management role for the People’s Housing Process (PHP) implementation in Vosloorus Ext 28 liaising with government representatives and community leaders and providing capacity development support for community members involved in the project. He is an accredited trainer/facilitator and assessor and completed the Diploma in Informal Settlement Upgrading with the Institute for Housing Studies, Erasmus University in Rotterdam in 2006 and is currently completing the Certificate Course in Housing Policy Development and Management with Wits University. Mike is currently enrolled part-time in Housing Masters at the University of the Witwatersrand.


senior_project_shumani Senior Project Cordinator: Shumani Luruli

Shumani joined Planact in 2003 and currently serves as Planact’s senior project officer supporting both the local governance and community development programmes. Her roles include project management, planning, implementation and monitoring of local governance and community development projects particularly capacity development training, materials development and technical support to community based organisation.

Shumani has considerable experience in training and social facilitation in both local governance and organisational development as well as sustainable livelihoods analysis and community based responses to HIV/AIDS. She completed the certificate course in Housing Policy Development and Management with Wits University in 2008 and is also an accredited training facilitator (EDTP SETA). She has also completed key courses in Project Management, Administration and Bookkeeping. Key projects in which she has participated include a project management role for the People’s Housing Process implementation in Vosloorus Ext 28; supporting the development of community based responses to HIV/AIDS in Sol Plaatjies, Ivory Park and Vosloorus; supporting the urban agriculture cooperative in Vosloorus Extension 28; materials development focusing on access to housing; aligning local governance training material for accreditation; and fieldwork researcher for Planact’s research projects.


Former Project Staff:

  Farai Chapisa served as Program Coordinator til June 2013.








  Hermine Engel served as Program Manager and Acting Director til December 2012.

  Mary Moloisane served as Receptionist til July 2013.








Planact currently has one very dedicated intern, Nigel Nimundele. In the time working at Planact, he has already demonstrated his enthusiasm to ensure the success of projects, and capabilities both in the field and in the office. He is currently providing project level support in both programmes.


Administrative Staff

financial_manager_spiro Financial Manager: Spiro Paxinos

Spiro has served in the position of Planact’s financial manager since joining the organisation in 2003. He is responsible for the overall financial management of the organisation and is also responsible for organisational administration and policy matters. He provides essential support for developing and monitoring programme and specific project budgeting.


administrator-_tshidi Office Administrator: Tshidi Morotolo

Tshidi has fulfilled the role of administrative officer at Planact since 1995. She is responsible for providing day to day administrative support including financial monitoring, human resource administration, equipment resource allocation, information and communication systems, logistics and travel arrangements, record keeping and secretarial support for meetings. Tshidi has a Diploma in Basic Bookkeeping and Pastel Accounting.


Board of Directors

The Board of Directors are responsible for providing overall strategic direction and policy approval, financial oversight and accountability, organisational sustainability and networking and currently consists of the following Directors:
  • Mr Seana Nkhahle (Chairperson of the Board) is the Director: Knowledge Management, Research and Stakeholder Relations, SALGA(South African Local Government Association) 
  • Professor Steven Friedman is the Director of the Centre for the Study of Democracy, joint initiative of the University of Johannesburg and Rhodes University.
  • Mr Mokhethi Moshoeshoe is the Director of CIVA, a company involved in corporate accountability and social responsibility in line with the Global Reporting Initiative.
  • Dr Marie Huchzermeyer is a Senior Lecturer in Housing at Wits School of Architecture and Planning.
  • Mr Thomas Mogale is a senior lecturer at Wits University, Department of Public and Development Management.
  • Mr Mohamed Motala is the Director of C.A.S.E., a nonprofit research institute.
  • Ms Jackie Lamola is the Chief Director: CDW and Public Participation in the Gauteng Provincial Government.
