Local Government Capacity-Building.

Objective: to provide short-term assistance to local government structures in order to advance their capacity to achieve a truly developmental local government through effective, participatory, integrated planning processes.

Many local government structures—comprised of staff, councillors and ward committee members-- require short-term training and capacity-building in order to be updated on changes in relevant policies or procedures, to improve on specific governance functions, and to cope with staff and leadership turnover. Planact has a 7-module Enhancement Programme which responds to this need and which comprises the following topics:

Volume 1: Introduction to Local Government Legislation
Volume 2: How Local Government Works
Volume 3: Planning for Development
Volume 4: Project Management
Volume 5: Skills for Leading
Volume 6: Local Government Finances
Volume 7: Local Government and HIV/AIDS

The curriculum has been accredited by The University of South Africa (UNISA) and constitutes credit towards UNISA’s ABET Institute programme: Local Government Management and Administration Certificate course. For the purposes of local government training, Planact is able to adapt these materials depending upon local needs, and has also expanded training topics to include: ‘Train the Trainer’ courses, policy development, and performance management. This area of work is important to maintain, as we believe that it assists local governments to be more responsive to their communities and ultimately to improve service delivery.
