Ekurhuleni Informal Settlements Movement (EISM) welcomes the invitation from the municipality for public comments following the notice given in terms of the law. The EISM is making its representations in terms of the following legislative provisions:
- Constitution of the Republic of South Africa, 1996, section 152(a) and (e).
- Local Government Municipal System Act of 2000, Chapter 4, section 16(1)(a)(i) and (iv).
- Local Government Municipal Finance Management Act of 2003, Chapter 4, sections 22(a)(ii) and 23(1)(a).
The EISM is a coalition of informal settlement communities located in the City of Ekurhuleni (CoE). They include Duduza North, Barcelona Ext 34, Steve Biko, Etwatwa Extension 18, Etwatwa Overflow, Railway Ext 21, Vlakplaas, Vumbuka, Skoonplaas, Mkhancwa, Langaville Ext 8, Winnie Mandela, Tsakane Ext 10, Masechaba Soul City, Kuvukiland Ext 6, Msholozi, Villa Lisa, Zamani Merry Vlei, Marikana Ext 3, and Tsakane Ext 17.
The EISM’s objective is to realise improved and meaningful community participation in decision-making and project implementation processes at the municipal level, to enhance the delivery of basic services and development in these communities. The communities concerned do not fully enjoy the constitutionally guaranteed rights, in particular socio-economic rights, such as access to water, sanitation, safe and reliable energy and housing, amongst others.
The representations will focus on the basic services mentioned above. The representations will be based mainly on the contents from the 2025/26 – 2027/28 Annexure C – Capital Budget Per Ward document. The EISM wishes to commend the fact that all wards were included in the allocation according to the Finance Department: Draft Medium-Term Revenue and Expenditure Framework (MTREF) for 2025/26 to 2027/28 and the Amended 2022/23 to 2027/28 Integrated Development Plan (IDP).
