In March 2021, Planact, in collaboration with the Department of Public Works and Infrastructure and the International Labour Organisation, conducted a Social Audit on Phase 4 of the Expanded Public Works Programme (EPWP) across Ekurhuleni, Nkangala, and Steve Tshwete municipalities. The audit revealed significant gaps in community awareness, inclusion of vulnerable groups, and adherence to EPWP recruitment guidelines, alongside poor municipal coordination and resource allocation. These findings, supported by 77 community volunteers, underscore the need for enhanced transparency, accountability, and community involvement to improve the programme’s impact on poverty alleviation and skills development.
